RocknRoots Festival cancelled

A LANDMARK Herefordshire music festival has been cancelled, days before famous bands from around the globe were set to play in the county.

Jefferson Starship, The Animals and Cerys Matthews were among the 62 acts set to wow the crowds at the RocknRoots Festival at Much Marcle over the August Bank Holiday weekend.

However, Herefordshire Council said yesterday (Wednesday) the promoters had failed to advertise the event sufficiently to people living in Much Marcle in order to obtain the necessary licence.

Festival director Mike Stephens called the decision a tragedy for the county’s cultural music scene and said it would also be disastrous for local businesses.

“Herefordshire really has lost out here and the music industry will just ignore the county from now on,” he said. “I have lost £120,000 personally but local restaurants and B&Bs will lose bookings, young musicians will miss out, and the bands who had booked flights from overseas will no longer play.

“It’s just a disaster for everyone.”

Mr Stephens, who was selling the four-day tickets for £70 to an expected crowd of 5,000, believes he had followed the right procedure to obtain the correct licence, saying he had put up notices all around Much Marcle informing people early on of his festival plans.

“This has been cancelled over a small technicality and it is just a massive shame for everyone involved,” he said.“There was no objection from the police or the fire authorities and the only people to object to the festival wereaminority in the village.”

Mr Stephens has the right to appeal to the High Court or for a judicial review, but felt there was too little time.

“I will be speaking to my solicitor but as far as I am concerned the festival is off,” he told the Hereford Times yesterday.“Those who have bought tickets will get their money back.”

Kevin O’Keefe, Herefordshire Council’s legal practice manager, said: “Unfortunately the applicant failed to advertise his planned event in accordance with the requirements of law.

“This was further compounded by a combination of other errors he made in the application process.

“The committee needed to decide firstly whether or not the application had been properly made. They decided it had not.

“We are acutely aware of the disappointment that this decision will cause to many who have purchased tickets and who were looking forward to this event but, having fully considered this matter, have reached a decision that is consistent with previous decisions."

Seems like more pedantry from the Council. It could either have had a 'can do' attitude and help to get this event off the ground to boost the local economy. Or it could choose to bin it by falling back on some explanation about 'errors' in the paperwork.

Herefordshire Council wishes to make clear that it ‘bent over backwards’ to help the organisers of the proposed festival, who failed to fulfil their obligations to enable the necessary licence to be issued.

The promoter failed to display sufficient notices on the site to comply with the regulations, the promoter failed to place the required public notice in a local newspaper and he also failed to serve the application on the police.

Herefordshire Council supports a great number of diverse events each year – including the enormously successful Big Chill - but these events have to be professionally managed and licences applied for in the usual way in line with stringent national legislation, which the council itself has to follow and is monitored on.

In this instance, the local community was up in arms because the organiser of the festival had not communicated with them via the necessary public notices and made them aware of the implications for the community in holding this large festival in Much Marcle. The council had to consider all these issues and decided that the application had not been properly made.

The situation could have been avoided if the correct information had been provided in the first place. The applicant was helped extensively with making the application and the licensing team bent over backwards to help the processing of the application. Organisers of all events are strongly encouraged to make contact with the licensing team at a very early stage in the planning of an event - and not leave licensing arrangements until two weeks before the actual event. We are aware that people will be disappointed if they have purchased tickets and we will be monitoring the situation regarding refunds.

A shame about Wurzels not coming to the Shire anymore. :-( I just checked their website (they are no longer listed for the rocknroots gig) and found out that they are in Weston Super Mare on the bank holiday saturday~ for anyone who needs a fix!

I find it hard to believe the council had the interests of herefordshire and its citizens in mind when deciding to stop the festival...and at such a late stage! Its not as if it was a health and safety issue, an advertising error! I have seen posters in and around Much Marcle, its been on radio, internet and in the local papers. I hope the people who opposed the festival are happy now. What a shame for Herefordshire and the many local businesses this will affect.

It is a shame in many ways that the festival is not going ahead. But ticket sales were slow were they not. The promoter was slow in applying for a licence was he not. He had taken people's money for the event had he not. The festival was going to lose money if it went ahead was it not. Much better to flunk the licence, and not have to bring the US bands over and cut your losses.

I see people are coming out of the woodwork over this. I find Sue Jones' comment to be xenophobic at best. Also her pathetic comments about the promotor losing money on an event is irrelevant.

Just checked the rocknroots website. They say they are trying to get the event up and running elsewhere. If that happens then I dont think it will put Hereford Council in a good light at all... Lets see if they can get it approved! Good Luck!

It's really weird that this has happened when Herefordshire can host such an amazing event as the Big Chill - who is really wrong here? Was it the wrong place, the wrong time, the wrong promoter? There were some great names lined up I'm gutted it's not happening here now.

I was saddened to hear that the festival was cancelled at Much Marcle and am glad that the organisers have found another venue albeit out of the county. Organising a festival nowadays is not an easy task, as there are an increasing number of rules and regulations which have to be followed in order to licence such an event. For whatever reasons the organisers did not do what was required and so the licence was withheld. This prompted the petulant response from the organiser that 'Herefordshire really has lost out here and the music industry will just ignore the county from now on'. This makes me wonder what part of the music industry he is speaking for, as all the entertainers (local, national and international) I met at the recent Nozstock Festival had nothing but good to say about the event and its organisation. Some will return, others are already spreading the good word. Have no fear folks, Herefordshire will not be ignored, while festivals like Nozstock exist. See you there next year!

Even the simple miliage from Much Marcle to Ledbury is wrong! - 3miles,
he must be joking!
